Get Started on a Construction Project

Start by applying for a Preliminary Application Review (PAR) via the Seattle Department of Construction & Inspection (SDCI) Seattle Services Portal.

The Project Portal connects you with reviewers from SDCI, Seattle Public Utilities (SPU), Seattle Department of Transportation (SDOT), and Seattle City Light (SCL) to understand requirements for proposed development projects, including mainline extensions, right-of-way improvements, and latecomer agreements.

Look up an SDOT Street Use Permit

Apply for or check on the status of a street use permit.

Construction Site Dewatering

Based on excavation depths and other site-specific conditions, groundwater may be encountered during your project excavation requiring dewatering. Most construction site dewatering is reviewed and permitted during the building permit review process by the Seattle Department of Construction & Inspections (SDCI). If your project needs to dewater temporarily to SPU’s combined sewer system during construction, you will need to obtain a King County Industrial Waste (KCIW) Discharge Approval. The following is required to obtain approval:

    • Discharge location
    • Flow rate (in gpm)
    • SDCI staff contact information, if available
    • Other conditions for discharge to SPU’s combined sewer system
      Contact SDCI for approval to discharge to SPU’s combined sewer system and receive the following discharge approval information:
  1. Once you receive the above information from SDCI, you can apply for KCIW Discharge Approval.

KCIW will not process your application if it is missing the SDCI discharge approval information.
